The Conference Record (CR) is the official repository for manuscripts presented at the 2019 IEEE Nuclear Science Symposium and Medical Imaging Conference. The CR will be submitted to IEEE Xplore for publication.
The CR deadline has been extended to December 16, 2019, due to technical difficulties on the upload site.
IEEE reserves the right to exclude a submission from distribution after the conference, including exclusion from IEEE Xplore, if the submission does not meet IEEE standards for scope and/or quality.
Submissions to the CR will begin to be accepted closer to the time of the NSS/MIC. The information provided here is to guide authors in creating and formatting their CR submissions.

Manual for Conference Record (CR) Submissions
A) General information
The Conference Record (CR) is the official repository for manuscripts presented at the 2019 Nuclear Science Symposium and Medical Imaging Conference and will be made available as a file for download by all registered conference attendees after the conference. The CR also will be submitted to IEEE Xplore for publication. IEEE reserves the right to exclude a submission from distribution after the conference, including exclusion from IEEE Xplore, if the submission does not meet IEEE standards for scope and/or quality.
All manuscripts submitted through the conference web site will be made available immediately at the “Conference Record” web link. However, only those that meet the following requirements will be included in the CR:
- Paper (oral or poster) has been presented at the conference
- Manuscript conforms to the page layout requirements specified in the online templates available at IEEE Author Digital Tools
- PDF file is IEEE Xplore-compatible
- PDF file and the electronic copyright form are received no later than the 13 December 2019, midnight, UTC -10 deadline

B) Prepare your manuscript
IEEE Guidelines on Republication
Per the IEEE Publication Services and Products Board (PSPB) Operations Manual, it is common in technical publishing for material to be presented at various stages of its evolution, such as publishing early ideas in a workshop, more developed work in a conference, and fully developed contributions as journal or transactions articles. IEEE recognizes the importance of this evolutionary publication process as a significant means of scientific communication and fully supports this publishing paradigm, but IEEE requires that this evolutionary process be fully referenced. Accordingly, the publication in an IEEE periodical of original technical material contained in a conference article or articles is permitted, provided that the articles published in the periodical contain substantial additional technical material with respect to the conference article or articles of which they represent an evolution. Under these guidelines, NPSS republication policy is that any manuscript submitted to a journal must contain at least 50% more substantive content than that which appears in its [parent] conference record paper.
In addition, authors should be aware that IEEE policy requires that all submitted manuscripts be screened for plagiarized material prior to being uploaded to Xplore. If plagiarism is found, the manuscript will be rejected automatically. Also, each manuscript will be checked to ensure that there is not excessive reuse of an author’s previously published material; the manuscript should contain significant new content beyond anything previously published. If it is determined that there is insufficient new content, the manuscript will be rejected. Therefore, each author has the following two options when submitting a paper to the Conference Record:
- Submit only an extended abstract (minimum 2 pages) to the Conference Record and then subsequently submit a full-length manuscript to a journal. This extended abstract can be an improved version of the summary submitted during the review process.
- Or submit a regular, full-length manuscript to either the Conference Record (maximum 8 pages) or to a journal, but not to both. Information about the three most appropriate peer-reviewed IEEE journals is reported at the end of this page and is available at the following links:

Add Copyright notice to your manuscript
Please add the appropriate copyright notice as a footer centered at the bottom of the first page of your source document (Times New Roman, 9):

Produce an IEEE Xplore-compatible PDF file using IEEE PDF eXpress web-service
All manuscripts submitted to the IEEE must be in IEEE Xplore-compatible PDF format. To assist authors in meeting this requirement IEEE has established a web based service called IEEE PDF eXpress. This year authors MUST use this service. The Conference Record submission site will only accept PDFs that have been sent to the authors from the IEEE PDF eXpress site with the message: “File has passed PDF Check”. It is also important that you DO NOT change the name of the file that is sent to you. Details on submitting a manuscript to IEEE PDF eXpress service can be found here.
Transactions on Nuclear Science
The Transactions on Nuclear Science (TNS) is a premier peer-reviewed journal with a significant distribution within the nuclear science and medical imaging communities. TNS is not the conference record, and only those papers that pass the review process and are in the fields of interest to TNS will be published.
Papers presented at the conference that contain important information of lasting value may be submitted for review and publication in the TNS. Prospective authors should consult the TNS page for a description of the publication and manuscript preparation requirements. TNS discourages the submission of progress reports and manuscripts that are more suitable for distribution as an institution’s internal document. We expect each manuscript to be cast in the context of the state of the art of its field (including appropriate motivation for the work), present a complete description of the work performed, and to present a set of conclusions supported by the measured and/or calculated data. The paper should be sufficiently complete that others with comparable equipment could repeat the work.
Authors submitting to TNS should expect to be solicited to serve as reviewers of other papers. Please accept as many solicitations as you are able to handle and remember to return your reviews in a timely fashion. TNS requires at least two reviewers for each paper and the speed of the review process ultimately depends on your cooperation. TNS relies on this most important professional service you, the authors, provide to the community.
TNS is published throughout the year, and you can submit your manuscript to TNS at any time. For instructions on TNS manuscript submissions, please visit the IEEE’s on-line peer review system ScholarOne ManuscriptsTM. TNS suggests that authors limit their papers to 8 pages, but that limit is quite flexible, and exceptions can be made.
When submitting a paper to TNS at the Manuscript Central web site, please indicate the “Type” as follows: Papers originating in the NSS should be marked as “Radiation Instrumentation” or “Computing, Simulation and Software for HEP, Radiation Instrumentation & Biomedical” depending on the subject matter. This will ensure that the paper is routed to the appropriate senior editor. Please note that TNS will no longer be accepting medically related manuscripts given the creation of the IEEE Transactions in Radiation and Plasma Medical Sciences (TRPMS). We strongly encourage authors to submit any medically related radiation-based work presented during the MIC, to TRPMS (see details below in the TRPMS section).
Special instructions for RTSD authors: So that the RTSD papers may be collected in the August issue of TNS, RTSD papers should be submitted by Dec. 1. RTSD papers submitted after that date may not complete the review process by June 1, the deadline for the August issue. Those RTSD papers that complete the review process after June 1 will appear in later issues of TNS and be identified as originating in the RTSD Symposium. When submitting a paper to TNS at the ScholarOne Manuscripts web site, please indicate the “Type” to be “RTSD”. This will ensure that the paper is routed to the appropriate senior editor and helps us aggregate the RTSD Symposium papers.
Transactions on Radiation and Plasma Medical Sciences
The Transactions on Radiation and Plasma Medical Sciences (TRPMS) was started in 2017. It is co-sponsored by the Engineering in Medicine and Biology Society (EMBS).
The objective of this journal is to create a unique publication related to the application of radiation sciences within the medical field. The scope of the IEEE TRPMS encompasses technology and application areas related to radiation and plasma based medical sciences. These areas include radiation detectors for medical and biological applications; imaging system design/ optimization/performance; therapy-related system design/optimization/performance; radiation-application-based image reconstruction, data analysis and image processing; medical radiation therapy applications; clinical/preclinical evaluation of imaging and therapy systems, plasma applications in medicine and biology; and simulations for imaging and therapy applications. Educational material such as technical/clinical review papers covering the above subjects of interest is also included.
Starting from the NSS/MIC conference in Strasbourg in 2016, TPRMS has been the journal of choice for medically related manuscripts presented at MIC. For instructions on TPRMS manuscript submissions, please visit the IEEE’s on-line peer review system at ScholarOne ManuscriptsTM. Authors will find the review process to be fast and efficient, and that publication of their work in this journal will be to their advantage over other possible publication venues. Since the intention is to have TRPMS indexed by PubMed as soon as possible, it will also provide much wider exposure within the medical community.
Transactions on Medical Imaging
The IEEE Transactions on Medical Imaging (T-MI) is a publication co-sponsored by the IEEE Nuclear and Plasma Sciences Society. The managing Society for this journal is the IEEE Engineering in Medicine and Biology Society (EMBS). It is published monthly and is one of the highest ranked journals in imaging science. Submissions should be made to the ScholarOne ManuscriptsTM.
T-MI encourages the submission of manuscripts on imaging of body structure, morphology and function, including cell and molecular imaging and all forms of microscopy. The journal publishes original contributions on medical imaging achieved by modalities including ultrasound, x-rays, magnetic resonance, radionuclides, microwaves, and optical methods. Contributions describing novel acquisition techniques, medical image processing and analysis, visualization and performance, pattern recognition, machine learning, and related methods are encouraged. Studies involving highly technical perspectives are most welcome.
The focus of the journal is on unifying the sciences of medicine, biology, and imaging. It emphasizes the common ground where instrumentation, hardware, software, mathematics, physics, biology, and medicine interact through new analysis methods. Strong application papers that describe novel methods are particularly encouraged. Papers describing important applications based on medically adopted and/or established methods without significant innovation in methodology will be directed to other journals.

Comparison of Requirements
The value of the Conference Record is chiefly accrued by the immediate and timely release of the information, which excludes the possibility of peer-review for manuscript content.
The authors must also keep in mind that the content of the articles designated for publication on TNS/TRPMS/TMI must meet the level of scrutiny by scientific review, and publication is not guaranteed for these submissions. The CR and TNS/TRPMS/TMI are two separate publications. Submission to one does not imply submission to the other.
